[Dwarven Stability] + [Lightning Reflexes] + 16 Expertise + Con Sets = 100% constant 75% block and 33% IAS.
But who would want that right?
Savage you can say all day that there is "no reason to use a Major or a Sup in PvE" and I'll say that there is no reason not to use them.
Amy hit the nail on the head though, Use your imagination. Who the hell ever said that if you wore a Sup Exp Helm that you HAD to have 16 in Exp? keep running 13 in Exp witht hat rune and put those other points elsewhere.
Run a base of 12 Exp and 12 marks, use a Exp helm and a Exp Minor, add a Major marks and now your at 14- 14.
Burning Arrow will do +20.2 more damage per arrow on average more at 14 than at 12. +3.2 to base damge, +3 to bonus Damage and +14 for 1 more sec of Burning condition.

are we really arguing about the extra little damage rangers can do with major/sup runes? rangers are clearly not the damage dealers, and when we tried to make them one anet toned things down a little bit for us(speaking in terms of pvp). rangers are the interrupts and degen. there is really no reason you should take away health to deal a few extra damage. bottom line pve, you can use what you want i would recommend what i said, no need for major/sup runes on a ranger. pvp, should take a wilderness rune for apply/natural stride.

Funny thing.
When it comes to Sundering vs Vampiric, all the "pro guys" tell us how bad Sundering is and how Vampiric has superior damage and that Sundering should never be used. All for only 5 damage.
But when it comes to runes, those 5 extra damage are suddenly not important anymore.
Having a +3 rune is like having an extra Vampiric upgrade on your weapon. Really not bad.

So your saying you may as well not even bother customizing your bows either.
Pimping out your runes and equiptment to the optimal level makes your build work better, plain and simple. And in PvE there is absolutly no reason whatsoever to not set yourself up for perfection.
Gimping yourself by not customizing or running only minor runes on one set of armor is foolish, it's like watching TV in this day and age of flat screen 60" HD's on a 12" black and white with an attena and saying "I don't think there is any difference this is just fine"
It's not just runes and insignias, I pimp myself to the point of having 20% Dmg vs X bow grips that I use when fighting said opponent. You bet my Bow I use when Totem Axe farming is 33% poison and 20% Dmg vs Plants. Use your imagination like Amy said and you'll be amazed at how well a build will work with the right combo of runes, insignias and equiptment.

Its not really a fair comparison to compare superior runes to customizing your bow. Customized weapons are free damage. Superior runes are not free (-75hp), and in my opinion, the perfect setup is typically minor runes. That is not to say that superior runes are never an option: trapping, certain builds, or optimal setups like the perma block/ias. But in general, especially for new/newish players minor runes seem to be the best choice.
